One answer is that the town's elected officials thought that the project served a public purpose and that the various subsidies and favors were worth the price. But they may or may not have thought this.
Civility costs nothing, and buys everything.
If my house was on fire, I can't compromise about which part of the house I'm going to save. You save the whole house or it will all burn down. We either save this country or we do not.
