No body of knowledge needs an organizational policy. Organizational policy can only impede the advancement of knowledge. There is a basic incompatibility between any organization and freedom of thought.
In 1995 the whole political situation was very complicated. I was the first deputy prime minister, and at the same time I had very low influence in the government.
I have just gone over my comet computations again, and it is humiliating to perceive how very little more I know than I did seven years ago when I first did this kind of work.
